Brainstorming during national roundtables in 12 countries

The highly successful first European roundtable was followed by the first round of national roundtables in all project countries. Each of them was attended by representatives of local self-governments, energy utilities, national regulators of the energy market, ministries involved in the transposition of the European Energy Efficiency Directive, national statistical organizations and other entities influencing or involved in the energy data collection and sharing processes.

They all got together at national level to analyze current situation regarding cooperation and energy data sharing between energy utilities and municipalities, as well as their expectations regarding cooperation on energy data sharing and development of local sustainable energy strategies and plans. Participants discussed and elaborated framework agreements that will be then implemented at local level.

The agenda and format of national roundtables were focused on the very aspect of energy data access and format and shaped according to national needs and situation.

However main topics of the roundtables were commonly defined and included:

  • the results of the 1st EU roundtable;
  • the results of the survey on data sharing practices;
  • further data sharing opportunities and threats on both sides;
  • further potential for adaptation of existing good practices to the national and regional realities;
  • investment opportunities;
  • potential improvement of national legal framework.

National roundtables were an important opportunity to include “data sharing issues” in the national debate on the implementation of the Covenant of Mayors and supporting LAs in SEAP development. The discussion focused also on the possibilities for improving the availability of the energy data and facilitation of the work on the development the implementation of local sustainable energy strategies and plans.

Generally speaking, the quality of cooperation between LAs and energy utilities in each case depends on the good will of both sides. Luckily many of their objectives are coherent and could be achieved together. This process should definitely be supported by improved communication between LAs and energy utilities.
